Laws was born November 10, 1939 in Houston, Texas and was playing professional gigs as a teenager.
In 1960, he won a scholarship to the Juilliard School of Music. He played with both the New York Metropolitan Opera Orchestra and the New York Philharmonic Orchestra.
While at Juilliard, he played gigs with Mongo Santamaria and others and began his own recording career as a leader in 1964 for Atlantic Records.
