The results of a detailed study of the Ninth Ward of New Orleans confirms what residents have been saying for many months. The damage to structures, while severe, was overstated and parts of the community can realistically be rebuilt.
Urban planners and students from Cornell, Columbia University and the University of Illinois carried out the survey.
